Smooth fund flow sought for road projects

Srinagar, Jan 16: The Roads and Buildings Department seeks a regulated fund flow for completion of the works.
The remark was made in the J&K Economic Survey 2017-18 recently tabled in the ongoing Assembly session.
“In order to periodically regulate the road network and subsequent works, a regulated flow of funds is needed,” it mentions.
“Road sector being the vital sector of our economy needs adequate funding. The fund flow to this sector needs to be regulated so that the road network is periodically upgraded for the benefit of the people and the economy of the state.”
Other than regulating the flow of funds, a three-tier control mechanism has been devised by the department to provide quality macadamization of roads.
“The field staff to the level of executive engineers was asked to take strict measures to ensure quality of works which includes setting up of field labs to determine the bituminous contents/laying temperature and gradation of aggregates,” it reads.
The survey reads that supervision checks were carried out by the superintending engineers and at the level of chief engineers.
It says the R& B is also working to establish testing laboratories at each district level.
As per the survey, budgetary allocations are being earmarked during the current fiscal for establishment of testing laboratories.
It says the department is also facilitating pre-macadamization works.
“In order to ensure that macadamization works are executed well in time without losing limited working season in the valley, pre-macadamization works are being executed in advance,” it added.
