Redwani girl was part of unruly mob, soldiers fired in self-defence: Police to SHRC

Srinagar, Oct 04: In response to the petition filed by chairman International Forum for Justice and Human Rights (IFJHR) Muhammad Ahsan Untoo on July 7 this year before the State Human Rights Commission (SHRC) as to what led to the killing of a girl Andleep in Redwani area of Kulgam district, the response filed by the director general of police (DGP) states that the girl was part of the “unruly mob” and was caught in the fire opened by the soldiers in self defense.

In reply to the petition SHRC /227Klgm/2018, the DGP JK states that on July 7-2018, police station Hawoora received a reliable information that a patrolling party of Army at Redwani Payeen was pelted with stones by an unruly mob who were carrying lathis and their intention as to kill the soldiers. The reply reads that in defence, the army party opened fire in which some persons namely Zair Ahmed Lone son of Abdul Majeed Lone R/o Hawoora, Imtiyaz Ahemd Dar alias Yasir and two girls Andleeb Jan daughter of Ali Muhammad Allie and Kawsar Jan daughter of Muhammad Shafi Allie sustained injuries and they were taken to the hospital for treatment where Irshad Ahmed Lone, Shakir Ahmed Khanday and a girl Andleeb Jan succumbed to their injuries.

Another response filed by the Senior Superintendent of Police (SSP) Kulgam, reads that during the course of investigations, the investigation officer has found that the deceased persons were part of the unruly mob at the time of the incident. The reply reads if the police would have taken the body of deceased in its possession, there were apprehensions that the situation may further deteriorate.

Taking cognizance of the complaint filed by the petitioner, the SHRC had issued notices to Chief Secretary, DGP, SSP Kulgam asking them to file a compliance report. The petitioner while terming police claims far from the truth said that Andleeb wasn’t the part of mob and had gone out of her house to look for her brother. “It has been the habit of police to hide its fault to cook stories. The slain girl wasn’t the part of the crowd and ventured out of her house only look for her brother, something that has been endorsed by her neighbours. I demand fresh investigations into the case. The probe must be conducted by the sitting high court judge,” the petitioner said, adding that “Andleeb and two other youth were killed in a target fire. “Soldiers fired directly at the civilians killing three on the spot. The intention of forces was to kill,” he said.
