The abuse of scheduled and psychotropic drugs have become a pressing concern, not only in Jammu and Kashmir but across the globe. To effectively combat this menace, it is crucial to establish a foolproof mechanism for monitoring the distribution, sale, and consumption of scheduled and psychotropic drugs in the region. In this regard, Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar recently chaired a meeting and held a comprehensive review of the performance and functioning of J&K Drugs and Food Control Organisation (JKDFCO). Advisor too underscored the need of having a foolproof mechanism of keeping check on scheduled and psychotropic drugs. While taking cognizance of the pendency of drug licences, he directed for strictly complying with the PSGA designated timelines. He said that no delay, whatsoever on part of authorities, is acceptable and should be viewed seriously. The foundation of any successful mechanism lies in a robust legislative framework. Therefore, Jammu and Kashmir must strictly enforce laws that clearly define the classification, possession, sale, and distribution of scheduled and psychotropic drugs. These laws should be regularly updated to stay ahead of emerging trends and challenges. Effective monitoring requires seamless collaboration among law enforcement agencies, healthcare professionals, regulatory bodies, and intelligence networks. A well-coordinated effort ensures better information sharing, quick response to potential threats, and enhanced data analysis to identify patterns of abuse. Establishing a centralized database of scheduled and psychotropic drugs, along with real-time tracking mechanisms, can help authorities monitor the movement of these substances from manufacturers to end-users. Pharmacies play a crucial role in dispensing these drugs to patients with legitimate medical needs. Implementing a strict licensing process for pharmacies, along with regular inspections and audits, will ensure adherence to regulations and prevent diversion for illicit purposes. Introducing prescription monitoring programs can help track the prescription and dispensing of scheduled and psychotropic drugs. This would help identify potential cases of over-prescribing, doctor shopping, and diversion, allowing for targeted interventions. A well-informed public is the first line of defense against drug abuse. Launching awareness campaigns, particularly in schools and colleges, can educate the youth about the dangers of drug abuse and its impact on personal and societal well-being. Encouraging and safeguarding whistleblowers who report illicit drug activities can be a powerful tool in uncovering hidden drug networks. Providing anonymity and protection against retaliation will encourage individuals to come forward with vital information.
