Highways Network

Jammu and Kashmir is home to major projects, including the Delhi-Amritsar-Katra Expressway, the Zojila Tunnel, and various key highways such as NH-44 and NH-244. The diverse topography demands specialized engineering solutions to ensure safety and accessibility. The ongoing projects aim to enhance connectivity between rural and urban areas, facilitate trade and promote tourism, which is vital for the local economy. In this regard, a recent meeting convened by Chief Secretary Atal Dulloo to review the progress of National Highway construction in Jammu and Kashmir brought together various key stakeholders, including representatives from the National Highways Authority of India (NHAI), National Highways and Infrastructure Development Corporation (NHIDCL), and Border Roads Organisation (BRO). In the meeting, the Chief Secretary laid emphasis on avoiding changes to project completion timelines and highlighted a critical concern: the need for accountability and adherence to schedules in order to prevent cost overruns and project fatigue among stakeholders. One of the primary obstacles to timely project completion is land acquisition. Delays in resolving land disputes can stall projects indefinitely. Ensuring optimal use of available resources is crucial. There are often discrepancies in funding and resource distribution, which can lead to significant delays. The call for enhanced performance from executing agencies underlines a need for more efficient project management and allocation. Infrastructure projects in sensitive ecological zones require careful planning and execution to minimize environmental impact. Engaging local communities and addressing their concerns is essential to avoid opposition and ensure sustainable development. To strengthen the road network in J&K, several strategic approaches can be adopted. Regular monitoring of project milestones, as directed by the Chief Secretary, is vital. Implementing a robust project management framework that includes real-time tracking of progress can help in identifying bottlenecks early and deploying resources effectively. Simplifying the land acquisition process through transparent policies and community engagement can significantly reduce delays. Making use of technology such as Geographic Information Systems (GIS) and Building Information Modeling (BIM) can enhance planning, execution, and maintenance of road projects. These tools can facilitate better design, resource allocation, and monitoring of environmental impacts. Strengthening collaboration between various executing agencies, local governments, and communities is crucial. Regular stakeholder meetings, similar to the one led by Dulloo, should be institutionalized to ensure continuous dialogue and problem-solving. Raising public awareness about the benefits of road infrastructure projects can garner local support and reduce opposition. Engaging communities in the planning process can lead to better outcomes and increased trust in the executing agencies. The strengthening of the road network in Jammu and Kashmir is not just an infrastructural necessity; it is a vital component of the region’s socio-economic development. By addressing land acquisition issues and enhancing project monitoring, the union territory of J&K can realize its potential as a hub of connectivity and economic growth. As these initiatives are put into practice, a robust network of highways will contribute to promoting businesses and tourism related activities. And above all, it will make commuting easy for the residents as well as the tourists.
