Govt orders magisterial inquiry into Kangan youth’s death

Srinagar, Apr 03: Government on Tuesday ordered magisterial inquiry into the death of Kangan youth who succumbed to his injuries at SKIMS on Tuesday.
District Magistrate (DM) Ganderbal, Dr Piyush Singla according to an order under number 03-DMG of 2018, dated 03-04-2018 has appointed Additional District Magistrate (ADM) Ganderbal, Syed Shahnawaz Bukhari to conduct the inquiry to ascertain the cause of the death of Gowhar Ahmad Rather.
The ADM has been asked to submit a detailed inquiry report within 20 days.
The order reads that “it has been reported that minor clashes erupted during the general Bandh call in Kangan market area on 2nd April 2018.”
“Chief Medical Officer Ganderbal reported that one person namely Gowhar Ahmad Rather, son of Abdul Rehman Rather, resident of Kangan area was brought to Trauma hospital Kangan at about 6:25 pm with head injury who was further referred to SKIMS Soura, Srinagar after possible first aid,” it added.
It further reads that as per local reports, the boy got injured allegedly following the police action while dispersing the agitating youth on 2nd Apr. “IBID patient namely Gowhar Rather has expired today on 2rd Apr 2018 at SKIMS Soura Srinagar whereas it is imperative to ascertain the cause of death besides other circumstantial conditions leading to such incident in order to serve justice in the matter,” the order added.
“The inquiry officer shall submit a detailed inquiry report as per the Supreme Court and MHRC guidelines on the subject within 20 days of the issuance of this order,” the order added.
Police too has called for a department inquiry into the death.
“In a law and order incident at Kangan, one person namely Gowhar Ahmed Rather was injured who was subsequently admitted at SKIMS Soura. Today he succumbed to his injury. For ascertaining the sequence of events and actions related to the incident, a department enquiry has been ordered and entrusted to DIG CKR, besides regular criminal investigation,” a police spokesman said.
